Regulations of the University of Seville Library

Resolutions 6.1.1 and 6.1.2/CG 22 July 2009 approving the Regulations of the University of Seville Library.

Title I: Definition, objectives and functions

Article 1. Definition

The University Library, which may also be referred to as the University of Seville Library, is a resource centre for learning, teaching and research, and for activities related to the operation and management of the University of Seville as a whole.

Article 2. Objectives:

  • The mission of the University Library is to facilitate access to and the dissemination of information resources and to collaborate in the processes of knowledge creation, in order to contribute to the achievement of the objectives of the University of Seville as set out in its Statutes.

  • It is the responsibility of the Library to manage information resources effectively, regardless of their physical format, irrespective of the budgetary category or the procedure by which these resources are acquired or contracted.

Article 3. Functions

1. The functions of the University Library are:

  • To select, acquire, process, preserve and disseminate the University of Seville’s own information resources, regardless of their format.

  • To ensure that the university community is aware of and can make use of the University’s own collections and those accessible through licences.

  • To facilitate access to scientific information, regardless of its location.

  • To provide a diverse range of services for accessing scientific and technical information and documentation, in both print and digital formats, through the use of information technology.

  • To organise, promote and deliver training to users, in order to enhance the use of the Library’s resources and services.

  • To promote strategies for continuous improvement to adapt to changes in users’ needs.

  • To collaborate on cross-cutting projects with other university departments and services aimed at improving existing services and developing new ones.

  • Participate in programmes and agreements with other institutions aimed at improving the services offered.

  • To integrate into networks and information systems that support the aforementioned objectives.

  • All functions that may fall within its scope of activity.

2. To carry out its functions, the Library shall have adequate facilities and equipment, specific budgets and specialist staff.

Title II: Structure of the University Library

Chapter I: Organisation of the University Library

Article 4. Organisational Structure

1. The University Library is established as a functional administrative and management unit reporting directly to the Vice-Chancellor.

2. The Library is organised as a system comprising central services and Area Libraries corresponding to geographical or subject areas, in accordance with the history and growth of the University itself and its distribution across the city of Seville.

Chapter II: Single-person bodies

Article 5. Management of the University Library

The Director of the University Library is responsible for the management and operation of the Library service. The Director shall be appointed by the Rector from among civil servants in the University’s Archive, Library and Museum Service.

Article 6. Powers of the Director

The Director of the University Library shall have the following powers:

  • To direct, organise and manage the service in accordance with the applicable regulations.

  • To organise the Library’s human resources in a functional manner.

  • To manage, monitor and evaluate the Library’s services and activities.

  • To make proposals to the University Library Committee.

  • To submit the proposed allocation of the Library’s budget to the relevant body.

  • Prepare the Library’s annual report.

  • Propose training, professional development and refresher courses for library staff.

  • Participate in innovation projects.

  • Participate in networks and consortia alongside other university libraries.

  • To represent the Library in its dealings with university authorities and, upon delegation by the Vice-Chancellor, with other institutions.

  • Any other responsibilities set out in these Regulations or applicable legislation.

Article 7. Heads of Departmental Libraries

Each Departmental Library shall have a manager responsible for its administration and operation, in accordance with the provisions of the list of posts and the guidelines approved by the University Library Committee, following a proposal by the Director of the University Library.

Chapter III: Governing Bodies

Article 8. The University Library Committee

1. The University Library Committee is the Delegated Committee of the Governing Council responsible for studying, advising and reporting to the Governing Council on matters relating to the University Library.

2. The University Library Committee is also the collegiate body through which the university community participates in the development and management of the Library.

Article 9. Composition of the University Library Committee

1. The University Library Committee shall have the composition set out in the Governing Council’s Rules of Procedure.

2. The Director of the University Library shall be invited to attend the meetings of the University Library Committee, with the right to speak but not to vote.

3. The operating procedures of the University Library Committee shall be those established for delegated committees in the Governing Council’s Rules of Procedure.

Article 10. Powers of the University Library Committee

The powers of the University Library Committee are as follows:

  • To carry out organisational, planning and monitoring functions relating to the activities of the University Library.

  • To draw up the University Library Regulations for approval by the Governing Council.

  • To establish the general guidelines for library policy, including, amongst others, the general acquisitions policy, as well as the general criteria and recommendations for the preparation and allocation of the budget.

  • To approve the Library’s annual report.

  • To examine and submit for approval projects, improvement programmes and plans for the restructuring of library facilities and equipment.

  • To draw up the rules governing the use and operation of the services provided.

  • To draw up rules for the use and conservation of the Library’s bibliographic collections.

  • To report on the University Library’s annual budget proposal drawn up by the Library Management.

  • Any other powers conferred upon it by these Regulations and applicable legislation.

Article 11. Technical Committee of the University Library

1. The University Library Technical Committee is the body responsible for supporting, consulting with and advising the Management on technical and financial matters relating to the Library, without prejudice to the decision-making powers of the University Library Committee.

2. The Technical Board of the University Library shall consist of:

  • The Director of the University Library, who shall chair the Board and appoint the Secretary from among its members.

  • The Heads of Department of the Library.

  • The Heads of Sections of the Library.

  • The Heads of the departmental libraries.

3. The Technical Committee shall meet at the request of the Director of the University Library.

4. The decisions adopted by the Technical Committee shall be communicated to the University Library Committee for its information.

Article 12. Area Library Committees

1. Each Area Library shall have a Committee responsible for collecting, analysing and resolving proposals and suggestions from the Centres, Departments and users served by the area library, in accordance with the policy and regulations established by the relevant governing bodies.

2. The Committee shall meet three times a year in ordinary session and in extraordinary session at the request of the chair or one-third of its members.

3. The resolutions adopted by the Committee shall be communicated, for information, to the University Library Committee.

Article 13. Composition of the Area Library Committees

The composition of the Area Library Committees shall be established by the University Library Committee and shall ensure the representation of all sectors of the university community and of the representatives of the Centres.

Article 14. Functions of the Area Library Committees

The functions of the Area Library Committees shall be:

  • To ensure compliance with the general guidelines of library policy in their areas of competence, within the framework of these regulations and their implementing rules.

  • To propose and participate in the establishment of criteria for the selection of information resources.

  • To participate in proposals for improvements to library staff, services and facilities.

  • To analyse proposals, suggestions and complaints from library users.

  • Submit proposals for improvement to the University Library Committee via the University Library Management.

  • Any other powers conferred upon it by these Regulations and their implementing rules.

Part III: University Library Resources

Chapter I: Human and Financial Resources

Article 15. University Library Staff

The University Library staff comprises members of specific grades and other administrative and service staff assigned to the Library.

Article 16. University Library Budget

The University Library shall have a budgetary allocation included in the University’s regular budget.

Article 17. Draft Budget

The University Library Management is responsible for drawing up the annual Draft Budget, which shall be submitted to the Manager following a favourable report from the University Library Committee.

Chapter II: Information Resources

Article 18. Information Resources

1. The University Library integrates and manages:

  • Historical and current collections, including bibliographic, documentary, audiovisual and electronic materials, which are the property of the University and those deposited by other entities or individuals.

  • Information resources intended for study, teaching and research that the University acquires, contracts or produces and which are allocated to it by the Vice-Chancellor for Research.

2. The University Library shall manage the information resources assigned to it regardless of the method of acquisition, funding, origin, location, method of access, physical format or any other condition.

Title IV: Services for users

Article 19. University Library Users

1. The following are users of the University Library:

  • Teaching and research staff of the University of Seville and its affiliated centres.

  • Students of the University of Seville and its affiliated centres.

  • Administrative and support staff of the University of Seville and its affiliated centres.

  • Those enrolled in any of the non-degree courses offered by the University of Seville.

  • The general public, in accordance with the terms established by the University Governing Council following a proposal from the University Library Committee.

2. Library users shall have the rights and responsibilities set out in these Regulations and in current legislation.

Article 20. Services for users

1. Users of the University Library are entitled to the following services:

  • Access to consult and study the Library’s bibliographic and documentary collections and to all the services provided therein.

  • Access to spaces and resources designed for individual and group study and learning activities.

  • Access to Library service opening hours designed to adequately meet their needs.

  • To receive information, training and advice on locating, accessing and using the Library’s resources and services.

  • To receive efficient and courteous service from Library staff.

  • Any other service that, within the scope of the Library’s remit, may be created in the future.

2. These services shall be set out in a Service Charter specifying the Library’s objectives and quality commitments.

Article 21. Conditions of use of services

1. The conditions of use of library services shall be subject, in each case, to the particular characteristics of the specific type of user, the availability of resources and the agreements established with other entities.

2. In accordance with the provisions of Article 10.f), the services shall be governed by specific Regulations to be approved by the University Library Committee.

Article 22. Users’ obligations

1. Users are obliged to comply with the terms of use of the services and their operating rules, as set out in the relevant regulations.

2. Failure by users to comply with the conditions of use of the Libraries and their services may result in the adoption of appropriate measures, in accordance with the Disciplinary Regulations.

Additional provisions

First. References to the feminine form in these Regulations

References to persons, groups or academic positions appear in these Regulations in the masculine form as the unmarked grammatical gender. Where appropriate, the corresponding provisions may be cited in the feminine form.

Second. Initiative to amend the Regulations

These Regulations may be amended by the Governing Council upon a proposal from the Rector or the University Library Committee.

Sole repealing provision

The University Library Regulations drawn up by the Governing Board at its meeting on 24 May 1990 and approved by the University Senate in its Resolution No. 8 of 21 May 1991 are hereby repealed.

Final provisions

Part One. Regulatory provisions

1. For the purposes of the provisions of Article 10(f), the Lending Regulations approved by resolution of the General Library Commission on 10 December 2001 shall apply, provided they remain in force and do not conflict with the provisions of these regulations.

2. For the purposes of Article 10(g), the Rules for the Use and Conservation of the Library’s Old and Valuable Collections, approved by resolution of the General Library Commission on 26 November 1996 as an annex to the Regulations of the University of Seville Library, shall be adopted, provided they remain in force and do not conflict with the provisions of these regulations.

3. The Rector of the University of Seville is authorised to issue any resolutions necessary for the implementation or enforcement of the provisions of these regulations.

Second. Entry into force

These Regulations shall enter into force on the day of their approval by the Governing Council and shall be published in the Official Gazette of the University of Seville.
