Chapter I: Organisation of the University Library
Article 4. Organisational Structure
1. The University Library is established as a functional administrative and management unit reporting directly to the Vice-Chancellor.
2. The Library is organised as a system comprising central services and Area Libraries corresponding to geographical or subject areas, in accordance with the history and growth of the University itself and its distribution across the city of Seville.
Chapter II: Single-person bodies
Article 5. Management of the University Library
The Director of the University Library is responsible for the management and operation of the Library service. The Director shall be appointed by the Rector from among civil servants in the University’s Archive, Library and Museum Service.
Article 6. Powers of the Director
The Director of the University Library shall have the following powers:

To direct, organise and manage the service in accordance with the applicable regulations.

To organise the Library’s human resources in a functional manner.

To manage, monitor and evaluate the Library’s services and activities.

To make proposals to the University Library Committee.
-
To submit the proposed allocation of the Library’s budget to the relevant body.
-
Prepare the Library’s annual report.
-
Propose training, professional development and refresher courses for library staff.
-
Participate in innovation projects.
-
Participate in networks and consortia alongside other university libraries.
-
To represent the Library in its dealings with university authorities and, upon delegation by the Vice-Chancellor, with other institutions.

Any other responsibilities set out in these Regulations or applicable legislation.
Article 7. Heads of Departmental Libraries
Each Departmental Library shall have a manager responsible for its administration and operation, in accordance with the provisions of the list of posts and the guidelines approved by the University Library Committee, following a proposal by the Director of the University Library.
Chapter III: Governing Bodies
Article 8. The University Library Committee
1. The University Library Committee is the Delegated Committee of the Governing Council responsible for studying, advising and reporting to the Governing Council on matters relating to the University Library.
2. The University Library Committee is also the collegiate body through which the university community participates in the development and management of the Library.
Article 9. Composition of the University Library Committee
1. The University Library Committee shall have the composition set out in the Governing Council’s Rules of Procedure.
2. The Director of the University Library shall be invited to attend the meetings of the University Library Committee, with the right to speak but not to vote.
3. The operating procedures of the University Library Committee shall be those established for delegated committees in the Governing Council’s Rules of Procedure.
Article 10. Powers of the University Library Committee
The powers of the University Library Committee are as follows:

To carry out organisational, planning and monitoring functions relating to the activities of the University Library.

To draw up the University Library Regulations for approval by the Governing Council.

To establish the general guidelines for library policy, including, amongst others, the general acquisitions policy, as well as the general criteria and recommendations for the preparation and allocation of the budget.

To approve the Library’s annual report.

To examine and submit for approval projects, improvement programmes and plans for the restructuring of library facilities and equipment.

To draw up the rules governing the use and operation of the services provided.
-
To draw up rules for the use and conservation of the Library’s bibliographic collections.
-
To report on the University Library’s annual budget proposal drawn up by the Library Management.
-
Any other powers conferred upon it by these Regulations and applicable legislation.
Article 11. Technical Committee of the University Library
1. The University Library Technical Committee is the body responsible for supporting, consulting with and advising the Management on technical and financial matters relating to the Library, without prejudice to the decision-making powers of the University Library Committee.
2. The Technical Board of the University Library shall consist of:

The Director of the University Library, who shall chair the Board and appoint the Secretary from among its members.

The Heads of Department of the Library.

The Heads of Sections of the Library.

The Heads of the departmental libraries.
3. The Technical Committee shall meet at the request of the Director of the University Library.
4. The decisions adopted by the Technical Committee shall be communicated to the University Library Committee for its information.
Article 12. Area Library Committees
1. Each Area Library shall have a Committee responsible for collecting, analysing and resolving proposals and suggestions from the Centres, Departments and users served by the area library, in accordance with the policy and regulations established by the relevant governing bodies.
2. The Committee shall meet three times a year in ordinary session and in extraordinary session at the request of the chair or one-third of its members.
3. The resolutions adopted by the Committee shall be communicated, for information, to the University Library Committee.
Article 13. Composition of the Area Library Committees
The composition of the Area Library Committees shall be established by the University Library Committee and shall ensure the representation of all sectors of the university community and of the representatives of the Centres.
Article 14. Functions of the Area Library Committees
The functions of the Area Library Committees shall be:

To ensure compliance with the general guidelines of library policy in their areas of competence, within the framework of these regulations and their implementing rules.

To propose and participate in the establishment of criteria for the selection of information resources.

To participate in proposals for improvements to library staff, services and facilities.
-
To analyse proposals, suggestions and complaints from library users.
-
Submit proposals for improvement to the University Library Committee via the University Library Management.
-
Any other powers conferred upon it by these Regulations and their implementing rules.
